It will be released. Right now, the focus is on Fire Promoter.

Wrestle Kingdom would be the perfect time for a first look. Just a trailer somewhere in between the matches. It would almost be foolish not to.

It doesn't make sense to release a first look of the Junior DLC before Fire Promoter comes out.
Spike has given a hard date on FP. They have to hit it and they have to get people hyped for that release. Two months should be enough time to get FP across the finish line and come up with some new information about it that will get people excited again.
Once they launch and prove themselves, that would be the time to start teasing the Junior DLC. Just enough to keep hype levels high as they put it together.
[this is all speculation after this point so stop reading if you don't want to see me thinking out loud]
Realistically, I would guess a late-April or early-May release. Mainly because I think that PS4 custom soundtracks will take priority after FP releases. The Junior DLC is only 10ish new wrestlers and the scenario but I imagine that Director will write both DLC scenarios at the same time. So turn around on the third should be quicker than the second unless the third has some unknown aspect planned we don't know about.
So my guess of a road map would be
February 27 = Fire Promoter sometime March = PS4 custom soundtracks & various fixes late April/early May = Junior Heavyweight DLC June = Birth Of The Legend DLC
After that, it could go a number of ways.
Most likely future is that the Fire Pro experiment ends in July/August which gives them a brief amount of time to clean up the dev tools for PC enough where they can "give" Fire Pro to the fanbase like Director said.
Less likely future is that they decide that the DLC numbers were good enough to try a roster update and a 2018 NJPW Fighting Road scenario.
Fantasy future is that Spike opens up the purse strings and the dev team spends June-November porting the PS4 version to the Switch as a GOTY edition. Which sounds insane but World was created in Unity and the game would be "done" so it would be a matter of porting the finished project. They managed to rebuild the game from the day 1 build, create Fighting Road plus a 39 wrestler roster with all the additional content and port the result to the PS4 within 8 months. Optimizing it for Switch within 5 months wouldn't be fun but it shouldn't be the death grind they had to go through to get the PS4 version out.

This is the dlc I have wanted the most. I hope your right about an April or May release. Actually, I would not doubt it if they are going to wait for the super junior event.

Honestly, I forgot all about that. It would make sense to release it around the time of Best of the Super Juniors. Especially if they want to try that trick where they work with a wrestler and patch in a brand new move hours after it publicly debuts. Release early May, advertise during BOSJ, patch in a brand new move by the end of the tournament. That'd be exciting.
