So first and foremost I have the digital PS4 version.
I was doing some run of the mill siming to test some logic and started to notice none of the matches had criticals. Since then I have tried every pre-match option (Setting Criticals to high, normal, low and even off thinking it was a weird glitch.
Nothing. Then I made two test edits, One with the best maxed out stats and another with the worst. I spent 30 in-game minutes working over the low stats head and hit about 10 finishers (Tombstone) and nothing.
I tried deleting the game and reinstalling it and the problem persists, So I came here thinking maybe someone has a solution I have not tried.

It's random. High means higher chance, not guaranteed.
Sometimes I run a card with multiple criticals. Sometimes I don't see one for days.

I understand it's not guaranteed, However, something seems off as I can't even force it to happen with an edit whose stats have been places at the minimum. Unless you're saying that even that + high criticals could still mean a match (In the case of my testing, 10 matches) that go 50 minutes and still not get one. If that's what is happening that I'd be a bit bummed out. I know in FPR if you set critical to high you'd almost always get one eventually in a match.

Just be patient. Most edits are only set to have their chance at critical after a finisher. If anything, make an edit with their Critical ability set to Power, and just powerbomb the f out of someone.

Just be patient. Most edits are only set to have their chance at critical after a finisher. If anything, make an edit with their Critical ability set to Power, and just powerbomb the f out of someone. This is exactly what I did and couldn't get it to happen. I'm willing to accept the game not wanting to have it happen 5 minutes into a match it's just odd to work over a head and hit finishers with no results. However, I'll recheck the moves and parameters just in case. Thanks for the reply.

Try setting this skill when fishing for CRITICALS! 🎣
Also, I don't think parameters play a role in the likelihood of CRITICALS! happen but I'm not 100% sure about that. So setting low parameters on one edit may not actually make it more likely that they get CRITICALLED! by another edit with high or higher parameters. Again, not 100% sure about that though.
I think CRITICALS! do take opponent damage into account but not offensive or defensive parameters.
However, it may make indirectly make sense to test against an edit with low parameters.
In FPR (and games before it) there also used to be a thing where the more you tried to CRITICAL!, the more the CRITICAL! percentage would go down for subsequent attempts. Not sure if that was changed in FPW. If it wasn't changed, then you should wait until the opponent gets into large damage before trying your first CRITICAL! And, in that regard, it makes sense to test against an edit with low parameters since it's easier/quicker to get them to large damage. So you'll spend less time testing before you get that "sweet spot" for CRITICAL! % being at its highest.

Any time you hit someone with a move that can critical, there is a small chance of it happening. Even at high it's still a small chance. Not all moves can critical. It doesn't matter if you set the stats to 5 billion and hit a move 6 thousand times. If the RNG doesn't come up with a critical, you're not getting one. I have a boxer character who crits on strikes in a fed I run on another board, and he goes entire months without getting crits. Criticals are supposed to be something that happens once in awhile to mix things up (or fuck up your booking plans). Not the reason you play.

I understand that isn't the main sell of any match, I was worried about game corruption more than anything. I want to thank everyone for their help.

do a battle royal with vader and a bunch of mma guys with criticals set to high. you will see criticals like crazy.

RNG can get funky in this game. Even set to high, I would go several shows without a crit.
Then the next show would have every single match end in a crit.
We are at the mercy of RNGs when it comes to crits. 🤔
